I love the idea of nullification. That is how Jefferson and Madison defeated the Alien and Sedition Acts of 1798. They went to the state legislatures and lobbied them to draft resolutions against the acts. Eventually the Democratic-Republicans (the good ones!) defeated these restrictions on the federal level in the Revolution on 1800 when Jefferson was elected president.
The only way bills like the NDAA can be used is if the 320 million Americans do nothing.
